He removed the longest serving BOC members from the death investigation committee. Replacing them w/ fairly new and inexperienced board members. 2. He ordered an officer to forcibly remove Chaplain Dr. Victoria Phillips - a champion for the people. That same night someone else died in NYC DOC custody.
